PURPOSE OF THIS NOTICE
On September 6, 2023, East Gwillimbury Council
commenced the East Gwillimbury Complete
Communities (Whitebelt) Secondary Plan. The
purpose of the Secondary Plan is to establish a
detailed planning framework and urban land uses
in accordance with the policies of the Town of East
Gwillimbury Official Plan and York Region Official
Plan (2022) to allow the Town to begin the long-range
planning of the Town’s new community areas.

PUBLIC INFORMATION SESSION
Each public information session will begin with a
presentation on Phase 3 of the Draft Land Use Plan
of the Complete Communities Secondary Plan.
“Worksheets” will be available for all attendees which
will include the Plan and have topics under which
all attendees can share their comments. The room
will be set up with tables and chairs with copies of
the material on which to provide comments. Each
public information session will include table group
conversations as well. Representatives from the
Town and the Consultant team will be available
to answer questions and discuss the Secondary
Plan Study. Feedback from attendees will inform
the final version of the Secondary Plan Study.

ABOUT THE PROJECT
Whitebelt areas included as part of the Complete
Communities Secondary Plan will subsequently be
subject to individual Community Design Plans. Efforts
to complete the Secondary Plan will occur concurrently
with efforts to finalize the updated Town of East
Gwillimbury Official Plan. Town staff in coordination
with the Town’s Planning Consultant, will oversee the
development of this plan, including completion of the
required background studies, in an effort to work towards
a Town-initiated Official Plan Amendment (Secondary
Plan) to the Town of East Gwillimbury Official Plan.

As part of the development of the Complete Communities
(Whitebelt) Secondary Plan, public consultation will
be held with the public, at which time comments,
questions, and input may be provided. Additional public
consultation will take place to present a Draft Secondary
Plan, and a statutory public meeting will also be held
by the Town to present a final version of the Secondary
Plan once it is complete. The Whitebelt Areas within the
Secondary Plan will also participate in individual future
Community Design planning processes, subsequent
and separate from the Secondary Plan Process
